The Badi community has historically been a minority community deprived of economic, social, cultural and political mainstream. This community involved in forced sex work has been suffering from social harassment, violence, discrimination and abuse due to the problems arising from it. Landlessness, illiteracy, poverty, unemployment, lack of permanent residence pushed their lives towards sex work.
This community is still fighting for its self-respect and identity in this decade of the 21st century. The nature of the problem of the community is complex and isolated. Forced to live in a cave, they are still stateless. They have been struggling from district to center as the state has been turning a blind eye to the problem for a long time.
In 1964, women from the Badi ty staged a half-naked demonstration in front of Singha Durbar, forcing the state to open its eyes. They had reached Singha Durbar to express their voices of deprivation, oppression, chaos and silence for thousands of years. As a result of the same movement, an agreement was reached between the government and the Badhi on September 3, 2006.
The government then formed a task force to understand the situation and a Badhi Community Upliftment Development Committee on April 30, 2010. Everyone welcomed the committee formed to solve the problems of the Badi community after a long struggle, discussion and sense of necessity.
If the Badi Community Upliftment and Development Committee, which works for the proletariat and the oppressed community like the Badi community, is disbanded, I don’t think the entire Badhi community will remain silent. Of course, there is a movement against it. Recently, I have received the news that the Badhi community has formed a Badhi Campaign Struggle Committee to maintain the Badi Community Upliftment and Development Committee and agitate against its abolition.
The government has started the process of dissolving the committee without fulfilling the mandate of the committee formed with a broad objective and sense of necessity. What is the basis for the government’s decision not to give them general access to education for self-respect and betterment of life and not to discriminate against them again?
They have been discriminated against not only because of their worthlessness but also because of their poverty. This situation has arisen because the state has not even included them in its general responsibility area. While for their upliftment, the government had to formulate special programs and plans.
However, the government is about to dissolve the committee formed in their interest. Isn’t this decision a betrayal and an insult to the Badi community?However, by keeping this community within the Dalit structure, it is trying to ignore its specific and separate issues. The argument is being put forward that the Dalit Commission itself works for the upliftment and development of this community.
While the Commission and the Upliftment Development Committee are bodies working for completely different values and objectives. The Badi Community Upliftment Development Committee is needed to end the oppression of the Badhi community and to include them in the state bodies and mainstream them.
Without any alternative program or structure, the Badi community would be deprived of the benefits of the state. Therefore, there is a need for a more effective development committee for the upliftment and development of the Badi community. Study report and suggestions prepared by the task force formed under the then Ministry of Women, Children and Social Welfare in 2006, study report and suggestions prepared by the study task force formed under the then Ministry of Peace and Reconstruction in 2006 And there is no other body to implement the report and recommendations of the study task force formed under the Social Welfare Committee on the Badhi .
The Badi Development Committee is also necessary for the implementation of those suggestions. In addition to this, the continuity of the committee is necessary to implement the decision of the Government of Nepal to declare the Badhi as a community free from sexual exploitation and to rehabilitate them in a dignified manner.
Attempts to abolish the Badi Upliftment Development Committee are mainly due to the fate of some administrators. How are their concerns addressed after the committee formed as a result of the struggle of the Badi community for justice, equality and self-respect?The government had formed the Badi Community Upliftment and Development Committee on April 3, 2010 to ensure the rights of the Badi community.
Six years after its formation, the government is preparing to dismiss the Development Committee, which has been working in favor of the Badi community, while the Badhi have started preparing for the movement. The Badi community scattered across the country has formed the Badi Abhiyan Sangharsh Samiti and warned that the agitation will go ahead if the government dismisses the Badi Development Committee.
