Chandra Nahar is the oldest irrigation system in Nepal which is on the list of historical heritage. Similarly, Bikram Samvat 1980s is considered very important for Nepali agriculture. Systematic irrigation system was introduced in the country in the 80’s.Nepal Tourism Year 2020 has started with the objective of attracting 2 million tourists to the country and establishing tourists as the main part of the economy.
However, Nepal’s old irrigation system Chandra Nahar in Saptari, which has a lot of potential to attract tourists, has become neglected due to government indifference and lack of publicity.The Chandra Nahar, which started construction in 1980 BS, came into operation in 1985 watts. The lunar canal has been in operation for more than 90 years.
But the condition of the first irrigation system, which is a heritage for the country, has deteriorated.The Saptakoshi Municipality-1 of Saptari had been irrigating 11,000 hectares with the Chandra canal drawn from the Triyuga river flowing through the border of Fatehpur Bazaar and Udaipur district.
However, due to the dilapidated condition of the canal, even fifty percent of the total command area has not been able to provide service. Despite being the oldest canal in Nepal, it has fallen into disrepair due to government neglect. However, the District Tourism Coordinating Committee formed to celebrate the Tourism Year 2020 in Saptari needs to publicize this canal as well, say the growth activists.
The historic lunar canal at Saptari is in a dilapidated condition due to the government not paying enough attention to irrigation. Due to the government’s inability to make proper investment in the irrigation sector, the irrigation projects are in a dilapidated and dilapidated condition.
In Saptari, one of the main districts in the agricultural sector of the country, no new irrigation scheme has been implemented on 1 hectare of land for the last 12 years. Due to lack of proper maintenance of the projects operated in the district, irrigation facilities have not been provided as per the capacity.
Chandra Nahar The Chandra Nahar Irrigation Project, built during the Rana period, is in a dilapidated condition due to last year’s floods.With a command area of 10,500 hectares, the canal is irrigating only 7,000 hectares. There are a total of 83,230 hectares of arable land in Saptari. Only one hectare is being irrigated.
Similarly, about 6,500 hectares are being irrigated from rural infrastructure and 13 small and medium irrigation sector projects. The only major irrigation project is the Chandra Canal built by Chandra Shamsher during the Rana rule, followed by the Koshi Pump Canal and the Koshi Distribution System by the Government of India.

Apart from that, construction of small and medium irrigation sector projects has been completed by 2058 BS with the assistance of ADB.Of the 14 projects, seven have been completely shut down and the remaining seven are still operating at 30 percent capacity.According to the statistics, paddy, wheat, paddy, pulses, cash crops and jute are the major crops grown in Saptari.
Due to lack of irrigation and continuous drought for the last 7.8 years, paddy has been cultivated in only 55,000 hectares on an average and production has dropped to 2 metric tonnes in the last 7.8 years.Lack of proper development of agriculture is one of the major reasons not only for construction of new irrigation projects but also for maintenance of existing irrigation projects.
corruption in the budget for the maintenance of the structure of irrigation projects in the district is also a major reason. Locals have alleged that the Koshi Pump, Chandra Canal and Irrigation Management Division Office Rajbiraj, which looks after the maintenance of the irrigation project, have not been able to carry out proper monitoring and inspection.
The locals allege that the main reason for the failure to work as expected is the tendency of the commission to work on the other side of the fiscal year.
